Brokenhead Ojibway Nation (BON) is seeking an experienced and strategic financial leader for the position of Chief Financial Officer (CFO).

Reporting to the Chief Administrative Officer, the CFO is responsible for the leadership and oversight of the Nation’s financial administration, including financial planning and reporting, budgeting, cash flow management, audits, internal controls, funding agreements and financial risk management.

The CFO provides strategic financial advice to the CAO, Chief and Council, Finance and Audit Committee, and departmental leadership while ensuring the Nation maintains strong financial systems, accountability and compliance with its Financial Administration Law (FAL), funding agreements and applicable financial standards.

Primary Duties and Responsibilities (Nature and Scope of Work)

  • Lead and oversee the day-to-day financial administration and Finance Department of Brokenhead Ojibway Nation.
  • Prepare annual operating and capital budgets, financial forecasts and multi-year financial plans in collaboration with the CAO and Department Directors and Managers.
  • Prepare and present timely monthly, quarterly and annual financial statements, budget-to-actual reports, forecasts and other financial reports.
  • Provide strategic financial advice and recommendations to the CAO, Chief and Council and Finance and Audit Committee.
  • Ensure compliance with BON’s Financial Administration Law, financial policies, internal controls and applicable accounting standards.
  • Oversee and coordinate annual external audits and ensure audit requirements, schedules and recommendations are addressed in a timely manner.
  • Monitor departmental budgets, revenues and expenditures and work with Directors and Managers to strengthen financial accountability and budget management.
  • Monitor cash flow, investments, banking, debt obligations and the overall financial position of the Nation.
  • Oversee accounts payable, accounts receivable, payroll, general ledger, reconciliations and financial reporting functions.
  • Ensure appropriate financial controls, signing authorities, procurement processes and supporting documentation are maintained.
  • Monitor compliance with funding and contribution agreements, including eligible expenditures, reporting requirements, deadlines, carry-forwards and funding restrictions.
  • Oversee financial reporting to Indigenous Services Canada (ISC), other government departments, agencies and funders.
  • Maintain financial systems and records to support accountability, transparency and audit readiness.
  • Identify and mitigate financial, reporting and fraud risks and ensure appropriate safeguards are in place to protect the Nation’s assets.
  • Provide financial oversight and guidance for capital projects, infrastructure initiatives and other major Nation projects.
  • Develop and maintain effective relationships with auditors, financial institutions, government funders, professional advisors and other external partners.
  • Provide leadership, mentorship and financial training to Finance staff and support Directors and Managers in understanding and managing their departmental budgets.
  • Continuously review financial systems, policies and procedures and recommend improvements to strengthen the Nation’s financial administration.

Experience, Abilities, Knowledge and Skills

  • Significant senior-level experience in financial management, preferably within a First Nation, Indigenous organization, government or similarly complex organization.
  • Strong knowledge of financial reporting, budgeting, forecasting, cash flow management, internal controls and audit processes.
  • Demonstrated experience managing multiple funding sources, restricted funds and complex organizational budgets.
  • Strong knowledge of Generally Accepted Accounting Principles and applicable Canadian accounting standards.
  • Knowledge of First Nations financial administration, governance and funding environments.
  • Experience working with Chief and Council, Boards, Finance and Audit Committees or similar governance structures.
  • Knowledge of the First Nations Fiscal Management Act, First Nations Financial Management Board standards and Financial Administration Laws is considered an asset.
  • Strong analytical, organizational, problem-solving and decision-making abilities.
  • Strong leadership skills with demonstrated ability to manage, mentor and develop Finance staff.
  • Excellent written and verbal communication skills, including the ability to explain complex financial information to non-financial audiences.
  • High degree of ethics, confidentiality, accountability and professional integrity.
  • Strong computer skills and experience with accounting software, spreadsheets and financial reporting systems.

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration or a related discipline.
  • CPA designation is preferred.
  • CAFM designation or experience with First Nations financial management is considered an asset.
  • A combination of relevant education, professional designation and significant senior financial management experience may be considered.
  • Minimum 7 years of progressively responsible financial management experience, including experience in a senior financial leadership role.
  • Experience working in a First Nation or Indigenous organization is considered a strong asset.
  • Experience managing Indigenous Services Canada contribution agreements and other federal or provincial funding agreements is considered an asset.
  • Experience with New Fiscal Relationship (NFR) Grant funding is considered an asset.
  • Experience with FMB Financial Management System Certification, FNFA financing, First Nation taxation or major capital financing is considered an asset.
  • Knowledge of Anishinaabe culture, values and traditions is considered an asset.
  • Must meet BON pre-employment requirements.
